Chelsea issue club statement in response to transfer ban

FIFA have placed Chelsea under a transfer ban for the next two windows and fined 600,000 Swiss Francs (£460,000) after they were found to breach rules in relation to youth players.

The six-time English champions were found to have breached article 19 of the regulations on the status and transfer of players, in the case of 29 minor players, as well as committing several other infringements concerning registration requirements for players.

Chelsea’s transfer ban. Four things to know…

  1. Chelsea have breached article 19 of FIFA’s ‘regulations on the status and transfer of players’ in the case of 29 minor players.
  2. The three-year investigation by FIFA was initiated after the signing of Bertrand Traore in 2014.
  3. The Blues have been fined £460,000 and given 90 days to “regularise the situation”.
  4. Chelsea’s transfer ban could be suspended following an appeal.

FIFA’s ruling comes after a long investigation into Chelsea’s signing of foreign under-18 players, sparked by the acquisition of former centre-forward Bertrand Traore who now plies his trade at Ligue 1 outfit Lyon.

Chelsea have been given three days to appeal the ruling; but under the transfer embargo, which expires at the end of January 2020, they will be permitted to sell players.

The world governing body also punished the English FA, fining them £390,000, whilst informing them of their need to address its rules regarding the international transfer and registration of minors within the next six months.

“Chelsea FC has today received a decision from the FIFA Disciplinary Committee concerning alleged breaches of the FIFA Regulations that relate to the international transfer of players under the age of 18,” a statement on the club’s official website read.

“The decision imposes a transfer ban of two consecutive registration periods and a fine of 600k Swiss francs. Chelsea FC categorically refutes the findings of the FIFA Disciplinary Committee and will therefore be appealing the decision.

“The club wishes to emphasise that it respects the important work undertaken by FIFA in relation to the protection of minors and has fully cooperated with FIFA throughout its investigation. Initially, Chelsea FC was charged under Articles 19.1 and 19.3 in relation to 92 players.

“We welcome the fact that FIFA has accepted that there was no breach in relation to 63 of these players, but the club is extremely disappointed that FIFA has not accepted the club’s submissions in relation to the remaining 29 players. Chelsea FC acted in accordance with the relevant regulations and will shortly be submitting its appeal to FIFA.”

Explained: Why Chelsea’s transfer ban could be delayed

As mentioned Chelsea have the right to appeal the ruling. Once they’ve done so it can then head to the Court of Arbitration for Sport (CAS). The embargo could be delayed after this summer’s transfer window, albeit time-consuming, though the Blues would then be able to making signings between June and August.
